Minimize changes to allow for easy merge of github/develop in our code

delete header with Fokus copyright and reference to original license.
bring back infos pointing to our copyright once done with the merge.
revert back to libcoap as the name of the library (instead of using libcoap_phoenix; see also #2 (closed) to decide on name of lib)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
