Use CircleCI as our continuous build/deployment system

Switch from TravisCI to CircleCI due to build and deploy problems we had on Travis. Deploying CircleCI to avoid losing our continuous integration capabilities and will evaluate with the team during the next dash.js conf call which system people prefers to use. Products under evaluation:

  • CircleCI (proposed by @jeoliva)
  • Azure Devops (proposed by @sandersaares)
