Segment Abandonment

This feature will abandon fragments that are going to take too long (more than fragment duration * multiplier ) to download and call for a switch to a quality that matches the real time measured bandwidth during download progress. This feature will only work when parallel request are turned off. (off by default now)

A new API was created in MP to allow to set the number of parallel requests desired.
