New feature: embedded CEA-608 captioning support

We have added support for CEA-608 video captioning embedded in the video tracks. This is signalled in the MPD as Accessibility of the video adaptation set as described in the DASH-IF IOP 3.1. CC1 and CC3 tracks are supported and can coexist with other type of text tracks. If the MPD does not signal the availability of CEA-608, the video segments will not be scanned for captions.

Test content with multiple colors was added at the bottom of the content list of the reference player. The link is http://vm2.dashif.org/dash/vod/testpic_2s/cea608_and_segs.mpd There are two CEA-608 tracks and one subtitle track using segmented TTML.
